CISS  is a program that provides services to children from birth to age three who have, or are at risk of having a developmental disability. Services are provided at no cost to the family of eligible children.

Our Mission

There is increasing recognition that the first few years of a child’s life are a particularly sensitive period in the process of development, laying a foundation in childhood and beyond for cognitive functioning; behavioral, social, and self-regulatory capacities; and physical health. Yet many children face various stressors during these years that can impair their healthy development. Early childhood intervention programs are designed to mitigate the factors that place children at risk of poor outcomes. Such programs provide supports for the parents, the children, or the family as a whole. These supports may be in the form of learning activities or other structured experiences that affect a child directly or that have indirect effects through training parents or otherwise enhancing the care giving environment.

About Us - CISS


Comprehensive Integrated Support Services LLC is a private program funded by New York State and county governments for children under the age of three who are either suspected of having or at risk for developmental delays or disabilities. Potentially eligible children must be referred to the county program to receive Comprehensive Integrated Support Services:


All Comprehensive Integrated Support Services LLC  (CISS) are provided at no cost to parents. Health Insurance may be used for approved services. A child’s eligibility for the program can be determined only by state-approved evaluators under contract and all services must be authorized by the county. If a child is found eligible for the CISS, all services are identified in collaboration with the parent and must be authorized by the municipality.


The municipality will arrange for service providers, considering the individual needs of the child and family, to deliver services authorized by the municipality. When early intervention services are delivered in child care settings or community locations that require a fee, the parent is responsible for paying any associated costs with such access to child care or community locations.  CISS is approved by New York State and has a contract with New York City.
